Description

Separate sealed Bids for construction of Haynes Court Water Main Replacement (Bid Number 2025-19) will be received until September 4, 2025, at 10:00a.m. at Covington City Hall, 2194 Emory Street NW, Covington, GA 30014. Bids will then be publicly opened and read aloud at 2116 Stallings Street, Covington, GA 30014. Any bid received after September 4, 2025, at 10:00a.m. will not be considered by the Owner. Following the closing time for the receipt of bids no bid may be withdrawn for a period of sixty (60) days.
Background
The City of Covington is issuing a solicitation for the construction of the Haynes Court Water Main Replacement project (Bid Number 2025-19). This project aims to enhance the water infrastructure within the city, ensuring reliable service and compliance with safety standards. The work will be managed by GWES, located in Perry, GA.

Work Details
The contract includes furnishing all labor, materials, tools, equipment, safety equipment, permitting, erosion and sedimentation control measures, taxes, profit, overhead, and other costs required to complete the following tasks:

- Installation of approximately 561 linear feet (LF) of 8-inch ductile iron (D.I.) water main.
- Installation of 300 LF of 1-inch copper service line via directional bore (long side) and 25 LF of 1-inch copper short side service.
- Furnishing and installing an 8-inch tapping sleeve with valve and box, a 22.5° D.I. bend, an air release valve with sample tap, and a complete fire hydrant assembly with 37 LF of 6-inch hydrant lead.
- Capping and abandoning an existing water main, closing a valve and removing the stem, returning one existing hydrant to the owner, and capping an existing hydrant lead.
- Connecting 11 services to existing meters and furnishing water main accessories (196 lbs.).
- Completing pressure and bacteriological testing.
- Roadway restoration including:
- 6 square yards (SY) of asphalt driveway
- 21 SY of concrete driveway
- 55 SY of asphalt pavement replacement
- 68 LF of curb and gutter replacement.

All work must comply with project plans and technical specifications.

Period of Performance
The time allotted for substantial completion is 60 consecutive calendar days from the Notice to Proceed. Final completion is required within 90 consecutive calendar days from the Notice to Proceed.

Place of Performance
The work will be performed in Covington, Georgia.

Bidder Requirements
Bidders must possess a Georgia Utility Contractor License number affixed to their bid envelope. Each bid must include a Bid Bond or certified cashier’s check amounting to 10% of the base bid. Contractors are required to acquire all necessary Federal, State, and local permits prior to the issuance of the Notice to Proceed. Additionally, contractors must supply E-Verify documentation with their bid.
