2025-032-RFP Decatur Terrace Small Area Plan (Two (2) Year Multiyear Contract)

Background
DeKalb County Government is seeking electronic proposals from planning and/or engineering firms for the Decatur Terrace Small Area Plan (Solicitation No. 2025-032-RFP). The purpose of this contract is to create a Small Area Plan for the Decatur Terrace Study Area, which is experiencing significant development pressure and flooding issues. This initiative aligns with the goals outlined in the 2050 Unified Plan’s Community Work Program and aims to supplement the County’s Comprehensive Land Use Plan.

Work Details
The contractor will provide services that include:

- Conducting an extensive public engagement process to involve all residents in the study area.
- Gathering data to assess existing conditions.
- Producing a final report with recommendations focused on land use, zoning, and stormwater infrastructure.

The work will be divided into three major tasks:
1) Public Involvement - including at least two general public meetings;
2) Develop a Study - preparing a conceptual plan addressing land use efficiency, stormwater improvements, and internal mobility requirements;
3) Prepare Project Deliverables - compiling results into a summary document that includes an implementation strategy and a five-year action schedule.

Period of Performance
The contract will commence within ten (10) calendar days after receipt of written notice to proceed and is expected to be completed within two (2) years.

Place of Performance
The services will be performed in the geographic area depicted in the Decatur Terrace Study Area Map, located in DeKalb County, Georgia.

Bidder Requirements
Responders must attend a mandatory LSBE meeting and comply with DeKalb First Local Small Business Enterprise (LSBE) requirements. They must also submit various required documents including cost proposals, affidavits regarding compliance with federal work authorization programs, and evidence of good faith efforts to include local small businesses.
