Background
Lakeland Linder International Airport (LAL) is seeking a qualified website design and development firm to create, host, and maintain a new website that effectively communicates the airport's identity, offerings, and navigation assistance. The project emphasizes user accessibility and customer experience, ensuring compliance with federally mandated web accessibility requirements. The redesigned website will serve as the airport's online gateway, reflecting LAL's branding and catering to both commercial air service customers and the general aviation community. This contract is for three years with an option to renew for an additional three years.

Work Details
The scope of work includes:

1) Project Kickoff and Stakeholder Consultation - clarifying project goals and establishing a stakeholder list;

2) Discovery & Current-State Assessment - reviewing existing content and identifying gaps;

3) Information Architecture & User Experience - developing site navigation and content strategy;

4) CMS, Technical Approach & Security - recommending a scalable CMS;

5) Visual Design & Brand Alignment - creating design concepts that align with LAL branding;

6) Development, Integration & Buildout - building a responsive website optimized for all devices;

7) Accessibility & ADA Compliance - ensuring compliance with WCAG 2.1 Level AA;

8) Performance Optimization & Quality Assurance - optimizing load times and conducting cross-device testing;

9) Training, Documentation & Launch - providing staff training and documentation;

10) Ongoing Hosting, Maintenance, and Monthly Support - detailing ongoing support costs including routine maintenance and accessibility monitoring.

Period of Performance
The contract will be performed over a firm three-year period with an option to renew for an additional three years.

Place of Performance
The services will be performed primarily at Lakeland Linder International Airport located in Lakeland, Florida.

Bidder Requirements
Bidders must provide proof of insurance coverage meeting specified requirements including Commercial General Liability ($1 million), Business Automobile Liability ($1 million), Workers’ Compensation (statutory limits), Cyber & Privacy Protection Liability ($1 million), Professional Liability ($1 million), among others. Bidders must also comply with safety regulations, provide documentation of safety training, submit a pricing proposal, and attest that no City of Lakeland employee has an ownership stake in their organization.
