Description

Background
The Central Florida Tourism Oversight District (CFTOD) is seeking a qualified contractor to replace both AMIL gates at Water Control Structure S-405A. This structure, a Waterman Industries Model C-12 Constant Upstream Level Gate, has been in continuous use since its construction in the late 1960s. The goal of this contract is to ensure the functionality and safety of the water control structure through necessary repairs and replacements.

Work Details
The contractor will replace both AMIL gates in kind and perform minimal repairs on the concrete portions of the water control structure to create a watertight seal. Specific tasks include:

1) Removal of bearing housing units from existing gates for CFTOD Planning & Engineering;
2) Replacement of the eastern safety chain post;
3) Realignment of the bent ladder safety handrail;
4) Installation of new AMIL gates, with shop drawings submitted for approval prior to ordering;
5) Use of Waterman Industries as the approved vendor for gate replacement;
6) Disposal of existing ballast material and installation of new ballast (rebar or lead);
7) Preparation and submission of a Storm Water Pollution Prevention Plan (SWPPP);
8) Installation of non-erosive cofferdams and dewatering systems;
9) Restoration of site post-completion, including stabilization of canal slopes;
10) Compliance with all safety regulations and guidelines throughout the project.

Period of Performance
The project is anticipated to commence with a Notice to Proceed on March 11, 2026, and must be completed no later than November 11, 2026, totaling approximately eight months.

Place of Performance
The work will be performed at Water Control Structure S-405A located within the jurisdiction of the Central Florida Tourism Oversight District.

Bidder Requirements
Bidders must hold a General Contractor License and have at least eight years of marine construction experience. A primary contact/project manager with similar experience is required. Contractors must also have an Advanced Temporary Traffic Control (TTC/MOT) certification and a Certified FDEP Erosion Control Inspector on staff. Experience with water control structures is preferred. A performance and payment bond is required if bids exceed $200,000.
