Waste Services Site Security Patrol

Background
The Waste Services Department of Escambia County is seeking a vendor to provide unarmed security patrol services for the Perdido Landfill and Palafox Transfer Station. The goal of this contract is to ensure the safety and security of these facilities through dedicated patrols and monitoring. The services are required to be performed by licensed and bonded security officers equipped with communication devices for effective coordination with law enforcement and other designated contacts.

Work Details
The vendor shall supply all labor, materials, equipment, and incidentals necessary to provide unarmed security patrol services at two locations:

1) **Perdido Landfill** located at 13009 Beulah Rd., Cantonment, FL, 32533
2) **Palafox Transfer Station** located at 2906 N. Palafox Street, Pensacola, FL, 32501

Specific duties include:

- **Perdido Landfill Patrol:**
- Security officers will be stationed Monday through Friday from 4:45 p.m. to 7:45 p.m., and on Sundays for six hours with varied start times.
- Officers must enter various buildings (Administration, Operations, Warehouse, Scale House) to disarm and re-arm security systems.
- Daily reports detailing patrol activities must be submitted by each officer.
- Officers will respond to security alarms after hours and investigate as necessary.
- An hourly rate for additional traffic monitoring services is required on an as-needed basis (maximum of 144 hours annually).

- **Palafox Transfer Station Patrol:**
- An officer must arrive before the facility closes at 2:15 p.m. to lock gates after staff departure.
- Two one-hour inspections are required daily after business hours.
- Similar reporting requirements as at the landfill apply here as well.

Both locations require that all security officers are licensed in Florida and equipped with a patrol vehicle displaying company identification.

Period of Performance
The contract period is from October 1, 2024, through September 30, 2025.

Place of Performance
Services will be performed at the Perdido Landfill located at 13009 Beulah Rd., Cantonment, FL, and the Palafox Transfer Station located at 2906 N. Palafox Street, Pensacola, FL.
