Background
Miami-Dade County, represented by the Miami-Dade Water and Sewer Department (WASD), is seeking proposals for a comprehensive electronic payment processing solution. The goal is to enhance the acceptance, processing, and support of various electronic payments including credit cards, debit cards, ACH transactions, and digital payment platforms like Apple Pay and Google Pay. This initiative aims to improve operational efficiency in handling water and sewer bill payments as well as invoices generated by the ERP financial system.
Work Details
The selected contractor will provide a unified payment solution that includes:
1) Payment Methods: Credit Cards (Mastercard, Visa, American Express, Discover), Debit Cards, ACH Payments (personal and business accounts), E-checks, and integration with modern payment methods (Apple Pay, Google Pay, PayPal).
2) Payment Channels: A customer-facing e-commerce website that is PCI compliant and ADA compliant; a mobile application; an interactive voice response (IVR) system integrated with CISCO; management tools for customer service representatives; cashier windows for in-person payments; and an API library for user interface management.
3) Reporting: The solution must support various reports including transaction summaries, failed transactions data, daily/monthly remittance reports.
4) Security: Compliance with PCI DSS standards for data security and encryption protocols.
5) Implementation Requirements: A dedicated project manager will oversee the implementation process which is expected to take 12-18 months.
Period of Performance
The contract will be awarded for a five-year period with an option to renew for an additional five years at the County's discretion.
Place of Performance
The services will be performed within Miami-Dade County.
Bidder Requirements
Proposers must be Payment Card Industry Data Security Standard (PCI DSS) compliant and authorized participants in the ACH services network through NACHA. Preferred qualifications include being on the list of Qualified Public Depositories as designated by the Florida Treasurer's Office.
