Video Compression and Processing Technologies Distribution System

Background
WUCF TV, a department within the University of Central Florida, is soliciting bids to replace the station’s advanced video compression and processing technologies and distribution system. The goal of this contract is to enhance the capabilities of the station's broadcasting technology to meet modern standards.

Work Details
The contract includes the provision of various products and services as follows:

1. **HARMONIC ENCODERS** (2 units): Harmonic XOS 2 HD & 4 SD Encoder including server, software licenses for HD and SD encoding, Dolby audio codec support, EAS processing, Automatic Loudness Control, Nielsen watermarking, and TS multiplexing.

2. **HARMONIC COMMISSIONING SERVICE** (1 unit): System check-out, test and commissioning service for a maximum of 2 days including travel expenses.

3. **HARMONIC SUPPORT** (2 units): Standard support for 60 months with remote telephone support; extension support for an additional 24 months if available.

4. **NEVION VIRTUOSO** (2 units): Virtuoso RE media node appliance with licenses for ASI or Transport Stream inputs/outputs, alarm-based automatic TS input switch, advanced TS monitoring, breakout cables, and maintenance fees.

5. **NEVION VIRTUOSO SUPPORT** (2 units): Premium support for 60 months with an option for a 24-month extension.

6. **TRIVENI DIGITAL GUIDEBUILDER PSIP GENERATOR - PRIMARY RE SERVER PLATFORM UPGRADE** (1 unit): Fault-tolerant server with licenses for Major Channel Numbers and transport outputs; includes Rovi subscription requirements.

7. **TRIVENI GUIDEBUILDER PSIP GENERATOR - BACKUP RE SERVER PLATFORM UPGRADE** (1 unit): Backup server with similar requirements as the primary server.

8. **DISTRIBUTION AMPLIFIER** (2 units): ESE 1 x 12 Reclocking Distribution Amplifier.

9. **INSTALLATION AND MATERIALS**: Engineering services for pre-planning and on-site installation including lodging and per-diem expenses.

Period of Performance
The contract performance period is expected to commence upon award and continue through the completion of installation and commissioning services as specified in the bid documents.

Place of Performance
The work will be performed at WUCF TV located at the University of Central Florida in Orlando, Florida.

Bidder Requirements
Bidders must provide proof of compliance with all applicable laws regarding public entity crimes as per Florida Statutes. Additionally, bidders must have appropriate insurance coverage including General Liability ($1 million per occurrence), Auto Liability ($1 million), and Workers’ Compensation consistent with Florida Statute.
