Van Meter Substation Construction

Work Requested:
The Kissimmee Utility Authority (KUA) is seeking proposals from qualified contractors for the construction of its new greenfield Van Meter Substation. The selected contractor will be responsible for:

• Performing all substation construction activities as outlined in the contract documents
• Furnishing all labor, supervision, materials, and equipment not provided by KUA
• Installing all KUA-furnished materials, including major equipment such as breakers, substation transformers, PDC switchgear, and the control house (a complete list of KUA-furnished equipment is in Section 3.IV.2)

The contractor must ensure that all work is completed in accordance with contract documents and all applicable standards.

Requesting Agency:
This solicitation is issued by the Kissimmee Utility Authority (KUA).

Background:
KUA is constructing a new greenfield substation, known as the Van Meter Substation. The purpose of this RFP is to select a contractor with demonstrated experience in substation construction to complete the project.

Contract Requirements:

• Only firms with proven experience in substation construction are eligible to submit proposals.
• All on-site personnel must be properly trained and qualified.
• The contractor must coordinate and cooperate with KUA Operations crews and other contractors working outside the scope of this RFP.

Work Not Included:
The following work is not included in this RFP:

• Transformer erection, assembly, and filling
• Supply and termination of relay control or power cables
• Testing and commissioning of substation equipment
• Installation of transmission structures other than substation H frame transmission bay takeoff structures
• Supply, installation, and termination of 15KV URD feeder cable
• Supply and installation of 15KV station service transformers
• Supply and installation of distribution circuit air break cabinet switchgear
• Supply and installation of the substation battery system and charger

Instructions on Submission:
Proposals will only be accepted from firms that can demonstrate experience in substation construction. All personnel assigned to the project must be properly trained and qualified.
