Description

Request for Proposals (RFP) to establish a contract for up to 4 fixed-wing Unmanned Aircraft System (UAS), Group 2 or Group 3 classification, capable of operating Beyond Visual Line of Sight (BVLOS) specifically during and after emergency scenarios.

Background
The Florida State Guard, under the Department of Military Affairs, is seeking to establish a contract for the procurement of up to four fixed-wing Unmanned Aircraft Systems (UAS) classified as Group 2 or Group 3.
The UAS will be utilized primarily in emergency scenarios, capable of operating Beyond Visual Line of Sight (BVLOS).
This initiative aligns with the agency's mission to serve as an Emergency Responder in the state of Florida.

Work Details
The contract involves providing up to four fixed-wing UAS that meet the following specifications:
- Capable of BVLOS operation with autonomous Detection-and-Avoidance (DAA) technology.
- Must include Return To Land (RTL) functionality for link loss scenarios.
- Integrated with a minimum 61MP full-frame camera capable of 4K video recording at 60fps and a ground sample distance (GSD) of 2cm/px.
- Equipped with an ISR sensor featuring a minimum X80 zoom and stabilized imaging capabilities.
- Minimum continuous flight duration of at least two hours and weather-resistant for adverse conditions.
- Ability to maintain command & control and transmit video feeds over large distances.
- All equipment must be new and comply with Florida State 60GG-2.0075 UAS minimum security requirements, excluding parts from countries of concern.

Period of Performance
Delivery of the UAS is required within thirty (30) days after contract award or as mutually agreed upon in writing by both parties.

Bidder Requirements
Respondents must demonstrate at least two years of continuous operation in providing similar services or products.
They must comply with all licensing requirements and utilize the U.S. Department of Homeland Security’s E-Verify system for employment eligibility verification.
Additionally, vendors are encouraged to implement a drug-free workplace program and may need to provide evidence of such certification.
