Travel Mileage Reimbrusement And Fleet Management Application(S)

Background
The State of Florida, Department of Children and Families (DCF) is seeking a vendor to provide a cloud-based solution for travel mileage reimbursement and fleet management. The goal is to automate mileage tracking for various staff members and optimize the vehicle fleet management process. This initiative aligns with the Department's mission to enhance operational efficiency and ensure accurate reimbursement processes.

Work Details
The contract includes two main applications:

1) Travel Mileage Reimbursement Application - This application will automate mileage tracking for Adult Protective Investigators, Child Protective Investigators, and Field Support Staff. It must support at least 3,500 users while accommodating current needs for approximately 1,200 users. The application should integrate with the Department's Identity Access Management System (Okta) and Enterprise Data Warehouse (EDW) hosted in Azure Synapse. It must also generate reports compliant with state guidelines and allow for real-time data replication through Qlik Replicate.

2) Fleet Management Application - This application will monitor and optimize the Department’s vehicle fleet, distinguishing between owned and leased vehicles. It will track mileage, fuel consumption, maintenance schedules, and provide detailed vehicle inspections. Features should include a vehicle pool portal for shared vehicle usage among staff, telematics for performance monitoring, cost tracking for fuel and maintenance, and a data dashboard displaying key metrics.

Period of Performance
The anticipated contract term is from January 1, 2026, through December 31, 2029. The contract may be renewed for up to three additional years based on performance and funding availability.

Place of Performance
Services are expected to be performed remotely within the contiguous United States. However, in-person work may be requested at the Department’s Headquarters office in Tallahassee, Florida.

Bidder Requirements
Bidders must comply with all applicable state and federal requirements as outlined in Florida Statutes. Providers under this contract are prohibited from engaging in any other related content that could create a conflict of interest.
