Description
Background
The Greater Orlando Aviation Authority (the 'Aviation Authority') is seeking one or more Transportation Planning Consultants to provide professional services related to planning, engineering, surveying, and other associated tasks for its Capital Program. This includes the current Capital Improvement Program (CIP) and any future amendments, as well as other planning, engineering, construction, and environmental projects that may arise. The goal is to support the Aviation Authority in enhancing transportation planning services and facility development.
Work Details
The selected Consultant(s) will perform a variety of services including:
- Conducting on-airport roadway traffic counts;
- Multimodal transportation facility planning;
- Developing airport passenger surface access-related analyses;
- Concept development and refinement;
- Assisting with strategic development planning;
- Analyzing roadway opportunities and constraints;
- Wayfinding and signage; and
- Managing miscellaneous landside and airside transportation projects.
Additional responsibilities include conducting assessments and studies, preparing design-build criteria packages, project envisioning documents, program definition documents, extending staff support, and engaging with external governmental agencies such as the FAA, TSA, FDOT, OUC, City of Orlando, CFX, MetroPlan Orlando, Orange County, LYNX, SunRail, among others. Tasks will be awarded on an as-needed basis through appropriate procurement channels.
Period of Performance
The contract is intended to last for five (5) years starting on or around September 1, 2026.
Place of Performance
Services will primarily be performed at the Greater Orlando Aviation Authority facilities.
Bidder Requirements
Consultants must comply with all applicable federal, state, and local laws. They are prohibited from providing construction documents or acting as the Owner’s Authorized Representative for the Aviation Authority. Additionally, they must utilize the U.S. Department of Homeland Security’s E-Verify system to verify employment eligibility of all new employees hired during the Agreement term.
