Tiny Home Village Development

Background
This Request for Proposals (RFP) seeks qualified non-profit developers to design, develop, and construct a tiny home village in Orange City, Florida. The project aims to provide affordable homeownership opportunities for veterans, seniors, and workforce housing populations through the development of a sustainable, community-oriented tiny home village.

The development will include a minimum of 20 tiny home units on approximately 6.7 acres of donated property, with space dedicated for a future community park. The property was purchased with Community Development Block Grant (CDBG) funds and will be donated for this project.

Work Details
The contractor is expected to design, develop, and construct a tiny home village consisting of at least 20 units on approximately 6.7 acres. The property is wooded and will require site preparation. The boundaries are defined by Bennett Ave, S Carpenter Ave & Central Ave in Orange City, Florida.

The estimated property value is $684,000. Funding from the HOME Investment Partnerships Program (HOME) is available in the estimated amount of $800,000 for the development of units serving households at or below 80% AMI, with a maximum subsidy per HOME unit set at $75,000.

Period of Performance
The contract will be awarded for a period of thirty-six (36) months from the issuance date. Construction must be substantially completed within 1005 days and final completion within an additional 90 days.

Place of Performance
The work will be performed at the designated site located in Orange City, Florida.

Bidder Requirements
Bidders must demonstrate qualifications as non-profit developers capable of delivering the project as outlined in the RFP. They are required to comply with all applicable federal and state regulations regarding public funding and housing development.
