Temporary Detention Facilities

Background
The State of Florida, Department of Highway Safety and Motor Vehicles (FLHSMV) issues this Request for Information (RFI) for the Florida Highway Patrol (FHP) to seek information from parties with proven experience in building construction. This RFI is intended for planning purposes only and does not constitute a solicitation for offers. The information gathered may be used to develop a future competitive solicitation.

Work Details
The FLHSMV is seeking information to support planning, cost estimating, and general construction scope for proposed temporary adult detention facilities across multiple sites in Florida. Vendors are requested to provide insights on:

1) Location-Based Considerations: Suggested site locations preferably south of the Interstate 4 corridor, regional cost multipliers, labor markets, logistics access, and environmental conditions affecting construction.

2) Standards, Capacity & Functional Requirements: Recommended detention standards, security levels for adult detainees held up to 48 hours, maximum facility capacity (approx. 50 adults), detainee-to-officer ratios, observation requirements, and minimum square footage per detainee.

3) Infrastructure, Building Systems & Security Requirements: Guidance on building materials, security ratings for walls and doors, flooring recommendations, access control systems, perimeter fencing configurations.

4) Operational Support Features: Needs for loading docks, kitchen facilities, bathroom accessibility considerations, control room requirements.

5) Cost & Schedule Assumptions: Recommendations for contingency percentages for unforeseen conditions and preliminary project duration assumptions.

Period of Performance
This RFI does not specify a period of performance as it is intended solely for gathering information to inform future solicitations.

Place of Performance
The proposed temporary adult detention facilities are to be located at multiple sites across the state of Florida.

Bidder Requirements
Vendors must have direct experience with building detention centers or similar constructions. Responses should include a summary of the organization’s history and experience along with customer references from previous work with government entities.
