Telecommunications Infrastructure Project Services 3 RFP

Background
The Florida Department of Management Services is issuing this Request for Proposals (RFP) to establish a State Term Contract for Telecommunications Infrastructure Project Services (TIPS 3). The goal is to replace the existing TIPS 2 contract and provide telecommunications infrastructure services across the state. The Department intends to make multiple awards by region but reserves the right to award to one or multiple respondents, or to make no award if deemed in the best interest of the state.

Work Details
Respondents awarded a contract under this RFP will provide commodities and/or contractual services as described in Attachment A, Statement of Work. This includes services related to cabling distribution systems and E-Rate Category Two services, which involve internal connections necessary for broadband access in schools and libraries. The current TIPS-2 contract has an average annual spend of approximately $5.5 million over the last three fiscal years. However, this historical spend is not guaranteed under the new contract.

Period of Performance
The anticipated period for evaluations is from September 8, 2025, to September 19, 2025. The anticipated contract start date is upon execution following the award process.

Place of Performance
The services will be performed statewide across Florida, with specific regions defined in Attachment M, Region Map.

Bidder Requirements
Respondents must provide documentation of a valid and current State of Florida license for at least one of the following professions: Registered Electrical Specialty Contractor, Low Voltage System Specialist, or Registered Electrical Contractor. Additionally, they must provide documentation of a valid BICSI Registered Communications Distribution Designer (RCDD) certification held by an individual currently employed by the respondent. Credentialing documents must be submitted annually prior to each contract anniversary date.
