Telecommunications and Network Management Services

Background
Miami-Dade County, represented by the Miami-Dade County Aviation Department, is soliciting proposals for a management agreement to provide telecommunications and network management and cybersecurity services at Miami International Airport (MIA) and other aviation facilities. The goal is to ensure efficient communication and security infrastructure at the airport over a ten-year contract period.

Work Details
The selected Proposer will be responsible for:
1. Provisioning of voice and data network services, including the purchase and management of cybersecurity services.
2. Maintaining existing and future voice and data network infrastructure equipment, including operation, maintenance, repair, monitoring, and support of network devices such as routers, switches, and servers.
3. Supporting circuits with vendor resolutions and environmental support for UPS devices at all sites.
4. Daily analysis of network performance for troubleshooting system degradation.
5. Capacity planning for all network links, PBX switches, and trunk groups.
6. Providing an on-site Help Desk and Network Operation Center, along with a Security Operations Network Center for monitoring cyber threats.
7. Managing existing voice and data network infrastructure.
8. Maintaining records required by MDAD including equipment inventory and work order activity.
9. Managing turn-key installation of new voice, data, and network services including user training.
10. Provisioning of CATV services.
11. Billing user customers for services as specified in work orders.
12. Conducting needs assessments, system design, procurement of equipment, documentation, record keeping, managing public Wi-Fi, and any other related functions.

Period of Performance
The anticipated contract duration is ten years from the date of award.

Place of Performance
Services will be performed at Miami International Airport (MIA) and other Miami-Dade Aviation Department facilities.

Bidder Requirements
Proposers must comply with local business certifications such as Small Business Enterprises (SBE) or Local Certified Veteran Business Enterprises (VBE). They are encouraged to utilize a diverse workforce reflective of the community's demographics.
