Background
The Lee County Board of County Commissioners is seeking to contract with a qualified consultant to provide construction engineering and inspection services for the full replacement of the Stringfellow Road Bridge over Monroe Canal in St. James City, Florida. This project is funded in part by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program. The initiative aims to enhance disaster resilience and address significant deterioration of the existing bridge, which serves as the sole access point for approximately 1,000 residential units.
Work Details
The consultant will be responsible for:
1. Bridge Demolition and Reconstruction: Overseeing demolition and construction, monitoring compliance with contract documents and standards, verifying installation of structural components, ensuring corrosion protection measures are implemented, and verifying scour protection installation.
2. Maintenance of Traffic (MOT) and Access: Reviewing MOT plans, ensuring safe access for residents and emergency services, coordinating with stakeholders, and monitoring detours and public safety measures during construction.
3. Environmental and Permitting Compliance: Ensuring compliance with environmental permits and regulations, monitoring in-water work, controlling turbidity, and protecting wetlands.
4. Material Testing and Compliance: Conducting field and laboratory testing of materials for compliance with specifications, verifying material strength and durability, inspecting concrete placement, and reviewing contractor quality control testing.
5. CDBG Grant Compliance: Monitoring contractor compliance with CDBG requirements including wage regulations and maintaining labor compliance documentation.
6. Inspection and Reporting: Performing daily inspections, preparing progress reports, maintaining project records, and providing final inspection documentation.
Period of Performance
The contract will be performed over a period of three years from the date of award, with potential renewal options not exceeding two additional years.
