Strategic Plan Consulting Services

Background
The City of Fort Pierce is dedicated to maintaining a clear and actionable Strategic Plan that guides the City Commission, administration, and departments in achieving long-term goals and delivering high-quality services to the community.

The goal of this contract is to engage a qualified consultant to lead the process of updating its Strategic Plan to reflect current priorities, emerging challenges, and community aspirations.

Work Details
The consultant will be responsible for the following activities:
1. Develop a strategic planning document that outlines key focus areas, goals, and priorities to guide annual budget appropriations, including directions for budget development and capital project planning.
2. Establish specific, measurable benchmarks and deliverable actions to measure the City's progress toward achieving its goals, tracked via a 'Route for Next Year' and subsequent Progress Matrix or Status Reports.
3. Conduct background interviews with the Mayor, City Commission members, and City Manager to identify key issues and focus workshop topics.

The plan may also include an optional Citizen Summit or Community Conversation for public input.

Period of Performance
The contract period will commence upon award and is expected to conclude with the delivery of the updated Strategic Plan by January 21, 2026.

Place of Performance
The services will be performed in Fort Pierce, Florida.

Bidder Requirements
Proposers must be fully licensed and certified for the type of work to be performed in the State of Florida and the City of Fort Pierce prior to signing a contract.

Additionally, Proposers are encouraged to have a Drug-Free Workplace program in place.
