The Florida Department of Children and Families (Department), Office of Domestic Violence (ODV), is the administering state agency for the Violence Against Women Act (VAWA), Services, Officers, Training and Prosecutors (STOP) Formula Grant (hereinafter referred to as STOP Grant'). STOP Grants are intended to improve and enhance responses to the four crime areas by law enforcement, prosecution, courts, and victim services. The four crime areas targeted by the U.S. Department of Justice, Office on Violence Against Women are: 1) Domestic Violence (DV); 2) Dating Violence; 3) Sexual Assault (SA); and 4) Stalking.

The purpose of this Request for Applications (RFA) is to provide funding to eligible organizations to implement projects that support communities in efforts to develop and strengthen effective law enforcement and prosecution strategies to combat violent crimes against women, and to develop and strengthen victim services in cases involving violent crimes against women.

Background

The STOP Grants aim to enhance responses to domestic violence, dating violence, sexual assault, and stalking by law enforcement, prosecution, courts, and victim services.

This Request for Applications (RFA) seeks funding for eligible organizations to implement projects that develop effective law enforcement and prosecution strategies against violent crimes targeting women and strengthen victim services.

Work Details
The Provider shall deliver core victim services and criminal justice initiatives while supporting new initiatives and emergency services for victims and their families. The primary objective is to develop trauma-informed services for survivors of domestic violence, dating violence, sexual assault, and stalking.

Services will be provided in specified counties during standard business hours. The Provider must supply all necessary equipment for service delivery, maintain accurate records, submit various reports including monthly status reports and annual progress reports, and ensure compliance with federal guidelines regarding confidentiality and nondiscrimination.

Period of Performance
The contract will be performed over the fiscal years 2025-2026 and 2026-2027.

Place of Performance
Services will be delivered in designated counties within Florida as specified in the contract.

Bidder Requirements
The Provider must comply with specific federal requirements including maintaining a trauma-informed approach, ensuring nondiscrimination in service provision based on factors such as sex, age, immigration status, etc., and adhering to civil rights compliance. Additionally, the Provider must have the capability to conduct audits if federal funding exceeds $750,000.
