Stop Loss Insurance

The School Board of Hillsborough County (HCPS), headquartered in Tampa, FL 33601, is seeking quotes for Stop Loss insurance coverage, with an effective date of January 1, 2026. This contract will provide Stop Loss protection for approximately 24,328 eligible employees, of whom 78.5% are currently enrolled in Medical/Rx coverage. As of August 2025, total enrollment includes 18,601 active employees, 44 COBRA participants, and 476 pre-65/post-65 retirees and surviving spouses, totaling 19,121 covered individuals. HCPS is the requesting entity for this solicitation. Currently, HCPS is fully insured through Aetna until December 31, 2025. Beginning January 1, 2026, the district will transition to a Self Funded model under Aetna. The contract requirements specify that HCPS is initially requesting Illustrative Individual Stop Loss (ISL)-only proposals. These proposals should be based on data available through July 2025. HCPS intends to update and finalize quotes as additional data becomes available through August 2025 and September 2025. Addendums containing this updated data will be posted accordingly.
