The Florida Department of Transportation requests competitive sealed bids/proposals/replies for the procurement of:

STATE MATERIALS OFFICE TEMPORARY EMPLOYMENT SERVICES

All Bidders, Proposers, and Respondents must be registered in the State of Florida's MyFloridaMarketplace system. NOTE: In accordance with section 287.057(23), Florida Statutes, respondents to this solicitation or persons acting on their behalf may not contact, between the release of the solicitation and the end of the 72-hour period following the agency posting the notice of intended award, excluding Saturdays, Sundays, and state holidays, any employee or officer of the executive or legislative branch concerning any aspect of this solicitation, except in writing to the procurement officer or as provided in the solicitation documents. Public Meeting Notices and Meeting Agendas:

Notice of the public meetings scheduled for this solicitation is provided in the timeline of the attached solicitation, with agendas for the public meetings.

A MANDATORY Pre-Reply conference will be held at the date, time and location in the Timeline. The purpose of this meeting is to provide an open forum for the Department to review the Scope of Services and respond to questions from potential vendors regarding the scope of services, ITN requirements, contractual requirements, method of compensation, and other conditions or requirements that may, in any manner, affect the work to be performed. Any changes and/or resulting Addenda to the ITN will be the sole prerogative of the Department.

Attendance at this pre-reply conference is MANDATORY. Failure by a vendor to arrive timely, attend or be represented at this pre-reply conference will constitute a non-responsive determination of their reply package. Replies found to be non-responsive will not be considered.

MFMP Transaction Fee:

All payment(s) to the vendor(s) resulting from the contract(s) established by this competitive solicitation WILL be subject to the MFMP Transaction Fee unless the transaction is exempt from the Transaction Fee pursuant to Rule 60A-1.032, Florida Administrative Code.

Scrutinized Companies Lists

Section 287.135, Florida Statutes, prohibits agencies from contracting with companies, for goods or services over $1,000,000, that are on either the Scrutinized Companies with Activities in Sudan List or the Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List.

Background
The Florida Department of Transportation (FDOT) is soliciting written replies from vendors for a term contract to provide Temporary Employment Services at the State Materials Office. The goal of this contract is to ensure that the FDOT can effectively meet its staffing needs, particularly in relation to seasonal demands and specialized roles.
The anticipated term of the agreement will extend from the date of contract execution for a period of five years.

Work Details
The services required under this contract include:
1) Providing temporary employment services to fill various staffing needs at the State Materials Office;
2) Recruiting, screening, and onboarding qualified candidates;
3) Maintaining a pipeline of qualified candidates for seasonal and specialized roles;
