Southwest Water Treatment Plant Upgrades and Treatment Improvement

Background
The Tohopekaliga Water Authority (TOHO) is an independent special district established under Florida law, responsible for providing water, wastewater, and reclaimed water services in Osceola County and parts of Orange and Polk counties. The authority is issuing a request for qualifications from qualified Construction Manager at Risk (CMAR) firms to enhance the performance, reliability, and water quality of the Southwest Water Treatment Plant (WTP) through significant upgrades and improvements.

Work Details
The project involves upgrading the existing Southwest Water Treatment Plant located at 7325 Osceola Polk Line Road, Davenport, FL. The current plant has a maximum daily flow capacity of 8.64 million gallons per day (MGD) and includes two offsite groundwater wells along with various treatment processes.

The proposed upgrades will include:
- Installation of a forced draft aeration system for hydrogen sulfide (H₂S) removal with an associated odor control system.
- Construction of a transfer pump station to convey treated water to the existing ground storage tank.
- Implementation of stormwater and yard piping improvements.
- Construction of a lift station with associated piping to the existing force main.
- Associated site work, electrical work, instrumentation, and controls.

The scope also includes providing CMAR pre-construction services such as value engineering, cost estimating, constructability reviews, early procurement for long lead items like the forced draft aeration system and odor control system, as well as construction phase services including supervision and administrative tasks.

Period of Performance
The anticipated timeline for the project includes completion of early procurement bid specifications by February 2026 and final design completion by July 2026.

The contract will be performed at the Southwest Water Treatment Plant located at 7325 Osceola Polk Line Road, Davenport, FL.

Bidder Requirements
Respondents must have experience as Construction Manager-at-Risk (CMAR) with public entities. They are required to submit certifications regarding vendor eligibility for contracts with public entities and must be registered to do business in Florida. Additionally, they must utilize the U.S. Department of Homeland Security’s E-Verify system for employment eligibility verification.
