Background
The Department of Children and Families (DCF), Substance Abuse and Mental Health (SAMH) is seeking a qualified Respondent to provide high-quality facility-based forensic mental health services to adults and juveniles adjudicated as adults. These individuals have been committed under Chapter 916, Florida Statutes, as either Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI). Services will be provided at the state-owned South Florida Evaluation and Treatment Center (SFETC) located in Florida City. The goal is to integrate security with substance abuse and mental health treatment within the legislatively appropriated budget.
Work Details
The Provider shall deliver integrated treatment services in a secure environment and develop a comprehensive Active Treatment Program for 24/7 care. This includes conducting assessments of restorability of competence for individuals adjudicated ITP or NGI, as well as providing timely reports to the court. The Provider must maintain TJC Behavioral Health Care accreditation throughout the contract term and comply with all applicable policies and standards set forth by TJC. Services include management of the facility, maintenance of security protocols, staffing requirements including a Program Management Team with specified qualifications, and collaboration with community entities. Additionally, the Provider must ensure that all staff are adequately trained in forensic practices.
Period of Performance
