Solar Power Generation And Energy Storage For Electric Utility

Background
The City of Tallahassee, Florida, operates an electric generation, transmission, and distribution system serving over 120,000 customers. As Florida's fourth largest municipally owned electric utility, the City aims to enhance its renewable energy capacity by adding at least 120 MW of clean energy to its grid by 2030. This solicitation seeks proposals for utility-scale solar generation projects (ranging from 2.2 MW to 74.9 MW) and battery energy storage systems (10 MW – 25 MW with a 4-hour duration) that are directly integrated into the City's electric system.

Work Details
Respondents are invited to submit proposals for utility-scale solar generation projects and battery energy storage systems that contribute to the City's goal of increasing renewable energy supply capacity. The projects must be designed for a single point of interconnection on the City's electric grid. Proposals may include various configurations of solar generation and battery storage solutions, with specific attention to balancing within the City's electric system. Shortlisted proposals may require presentations for clarification on technical and cost aspects.

Period of Performance
The contract will be executed with an expected completion date aligned with the City’s goal of achieving at least 120 MW of renewable energy supply capacity by 2030.

Place of Performance
The projects will be performed within the geographic limits of the City of Tallahassee, Florida.

Bidder Requirements
Respondents must maintain a permanent place of business within Leon, Wakulla, Gadsden or Jefferson County for at least six months prior to the proposal due date to qualify for local vendor preference points. Additionally, respondents must comply with insurance requirements including:
- Commercial General Liability Insurance ($1 million)
- Business Automobile Liability Insurance ($1 million)
- Workers’ Compensation Insurance as per Florida Statutes
- Professional Liability Insurance ($1 million). Respondents must also register with E-Verify and adhere to federal provisions related to equal employment opportunity and anti-kickback acts.
