Software & Implementation Services for a Client Case Management System

Background
The Florida Statewide Guardian ad Litem Office (SGAL) is a governmental entity responsible for providing legal representation to children in Florida's dependency court system. The Office aims to enhance its operational effectiveness and improve case management through the development and implementation of a new Client Case Management System (CCMS). This project seeks to replace the current case file system, which has been identified as inefficient due to data silos and lack of robust reporting capabilities.

The SGAL serves approximately 30,095 children annually and requires a system that can manage case files, volunteer records, document creation, storage, and reporting.

Work Details
The contractor will be responsible for developing and implementing an integrated software system that includes:
- Case file management
- Volunteer record management
- Document creation and storage
- Reporting capabilities including ad hoc reporting and statistical reporting
- Improved internal and external communications with justice partners
- Enhanced automation features to streamline operations.

The project scope also includes data conversion from the existing system, training for users, and ongoing support post-implementation. Specific functional areas required include general technical capabilities, user tools, portal access for external users, and robust reporting functionalities.

Period of Performance
The contract is expected to commence upon execution in March/April 2026 with a target completion date for all modules by June 30, 2027.

Place of Performance
The services will primarily be performed at the Florida Statewide Guardian ad Litem Office located in Tallahassee, Florida, with potential remote work depending on the deployment model chosen.

Bidder Requirements
Proposers must submit a completed Vendor Certification Form (Attachment A) with their proposal. They must demonstrate compliance with IT security standards such as SOC2 Type 2 or ISO 27001. Proposals must also include financial stability documentation as outlined in Attachment D. Vendors are encouraged to establish partnerships but must submit a single proposal detailing all parties involved.
