THIS IS NOT A REQUEST FOR BID OR PROPOSAL. THIS IS A STATUTORILY MANDATED FIFTEEN BUSINESS DAY ADVERTISEMENT OF AN INTENDED SINGLE SOURCE PROCUREMENT BY THE FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES.
SEE ATTACHED DOCUMENTATION FOR DETAILS OF THE PRODUCTS AND SERVICES TO BE PROCURED AND SINGLE SOURCE JUSTIFICATION FOR THE SAME.
Prospective vendors who believe they can provide these commodities or contractual services shall provide relevant information to the contact person listed on this advertisement no later than September 20, 2024.
If it is determined by the Department, after reviewing information received from prospective vendors, that the commodities or contractual services are available only from a single source, the Department will post notice of its intended decision to enter into an agreement with said vendor on the Vendor Information Portal pursuant to Section 120.57(3), Florida Statutes.

Background
The Florida Department of Agriculture and Consumer Services is issuing a notice for an intended single source procurement from Siemens Building Technologies, Inc. This procurement is mandated by statute and aims to secure HVAC installation and maintenance services for proprietary systems at the Conner Complex Laboratory facility and the Mayo Building.

Work Details
The contract will cover heating, cooling, and air conditioning (HVAC) installation and maintenance services. The specific requirements include:
- Support for Siemens systems hardware and software, which are proprietary to Siemens.
- Maintenance of field panels and terminal level equipment that utilize Siemens proprietary protocol, which is non-BACNet and protected by U.S. patents.
- Utilization of Siemens Insight Workstation Software for configuration, programming, and editing of Siemens products at both facilities.
- No additional non-Siemens hardware or software shall be allowed as part of support for the installed Siemens systems.
- Any third-party configurations would require additional software and integration hardware, necessitating authorized support from Siemens.

Period of Performance
The contract period is from October 1, 2024, through September 30, 2025.

Place of Performance
The services will be performed at the Conner Complex Laboratory facility and the Mayo Building located in Tallahassee, Florida.
