Sidewalk Repair and Replacement (SBE Set Aside)

Background
The Hillsborough County Board of County Commissioners is seeking competitive sealed bids from experienced and qualified small business bidders to repair, replace, or maintain transportation-related assets throughout the county. This includes sidewalks, concrete curbs, root pruning, and incidental items on the County right of way.

The contract aims to ensure that all work meets the most current Hillsborough County Public Works Standard Specifications for Construction (October 2017) and the Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction (January 2021). This is a Small Business Enterprise (SBE) Set-Aside Contract governed by the County’s Small Business Encouragement Program.

Work Details
The contractor will be responsible for: repairing, replacing, and maintaining sidewalks; concrete curbs; root pruning; and incidental items located within the County rights of way. All work must comply with the Hillsborough County Public Works Standard Specifications for Construction (October 2017) and FDOT Standard Specifications for Road and Bridge Construction (January 2021).

Specific tasks include:
- Obtaining all necessary permits
- Ensuring a safe work site with dust abatement and rubbish control
- Conducting root pruning under specific guidelines
- Maintaining traffic during construction
- Constructing ADA-compliant concrete curb ramps
- Removing reinforced concrete walls, slabs, sidewalks, curbs, and rubble as directed by the County.

Period of Performance
The contract will be in effect for a three-year period from the effective date established by the County’s Blanket Purchase Agreement or Contract Purchase Agreement.

Place of Performance
The work will be performed throughout Hillsborough County, Florida.

Bidder Requirements
This contract is set aside for Small Business Enterprises (SBE). Bidders must be registered with the Hillsborough County Small Business Enterprises Division as an SBE at the time bids are due. Insurance coverage is required as per ITB-26-00103 Insurance Requirements Attachment. No bid, performance, or payment surety is required.
