Background
Miami-Dade County, represented by the Department of Housing and Community Development (HCD), is soliciting proposals for the oversight and management of the Section 8 Housing Choice Voucher Program. The County operates a large Voucher Program with various categories, including Non-Elderly Disabled (NED), HUD Veterans Affairs Supportive Housing (HUD-VASH), Project-Based Vouchers (PBV), and Mainstream Vouchers.

Work Details
The services required under this contract are divided into two categories: Category A - Intake, Case Management, and Family Self-Sufficiency Services, and Category B - Inspection Services. Key responsibilities include:
1. **Intake and Admissions**: Managing waiting lists, eligibility determinations, new admissions, and processing Requests for Tenancy Approvals (RFTA).
2. **Case Management**: Conducting annual examinations, interim changes, portability functions, and termination actions.
3. **Family Self-Sufficiency Services**: Coordinating services for families participating in the Family Self-Sufficiency Program.
4. **Inspection Services**: Implementing inspection protocols to ensure compliance with housing standards and monitoring property conditions.
5. **Financial Management**: Maintaining accurate records of administrative fees and payments to landlords while ensuring compliance with federal guidelines.
6. **Quality Control**: Conducting audits of program files and ensuring data accuracy for reporting purposes.

Period of Performance
The anticipated contract duration is five years with an option for one five-year renewal at the County's discretion.

Place of Performance
Services will be performed in Miami-Dade County, Florida, specifically requiring office locations in central, north, and south Miami-Dade County to facilitate direct interaction with voucher applicants.
