SCADA Telemetry System Upgrade

Background
Miami-Dade County, represented by the Miami-Dade Water and Sewer Department (WASD), is issuing this Request for Information (RFI) to assess vendor interest in a competitive procurement for a comprehensive Supervisory Control and Data Acquisition (SCADA) Telemetry System upgrade and maintenance solution.

This initiative aims to enhance the security and functionality of the County's SCADA radio infrastructure, modernizing the system to improve monitoring and control capabilities across a 43 square mile coverage area. The upgrade is critical for ensuring real-time monitoring, maintaining operational efficiency, safeguarding public health, and meeting regulatory compliance.

Work Details
The selected Proposer will provide a turnkey solution that includes all necessary hardware, software, migration services, spare parts, programming service applications, support services, workstations, repairs, and ongoing staff training.

Key objectives include:
- Implementing a modern SCADA infrastructure
- Integrating robust cybersecurity measures
- Enhancing system capacity
- Ensuring seamless integration with existing network infrastructure
- Enabling continuous 24/7 monitoring of remote pump stations and plant operations
- Providing ongoing support services
- Supplying training for County staff
- Ensuring compliance with regulatory requirements.

The hardware must meet specific specifications including operating within a frequency range of 928 to 952 MHz, supporting various data rates up to 60 kbits/s using different modulation techniques, and including advanced cybersecurity features such as data encryption. The software must include diagnostic tools for real-time monitoring and fault detection.

Period of Performance
The contract's duration will be negotiated with the selected Proposer based on project milestones and deliverables.

Place of Performance
The contract will be performed within Miami-Dade County.
