Sanitary Sewer Condition Assessment and Lateral Rehabilitation Services

Background
The City of Clermont is issuing a Request for Bid (RFB 26-027) for Sanitary Sewer Condition Assessment and Lateral Rehabilitation Services. The purpose of this project is to establish a continuing services contract with multiple contractors for cleaning, inspection, condition assessment, and rehabilitation of sanitary sewer laterals and associated main-to-lateral connections within the City’s wastewater collection system. This program aims to reduce infiltration and inflow (I/I), restore structural integrity, extend system service life, and support regulatory compliance.

Work Details
The selected contractors will be responsible for providing all labor, equipment, materials, supervision, and incidentals necessary to perform the following services:

1. Cleaning of sanitary sewer mains and laterals using hydraulic or mechanical methods.

2. Closed-circuit television (CCTV) inspection and condition assessment in accordance with NASSCO PACP/LACP/MACP standards or equivalent nationally recognized standards.

3. Rehabilitation of sewer laterals and main-to-lateral connections using trenchless technologies compliant with applicable ASTM standards. This ensures a watertight, structurally sound liner with a minimum design life of 50 years. Acceptable methods may include cured-in-place pipe (CIPP), lateral sealing systems, chemical grouting, or other equivalent trenchless methods.

4. Restoration of surfaces and appurtenances disturbed by the work.

Period of Performance
The initial contract term shall remain in effect for thirty-six (36) months from the first calendar day of the month succeeding approval by the City Council or designee. The contract may be renewed for three additional twelve-month periods at the City's discretion.

Place of Performance
The services will be performed within the City of Clermont's wastewater collection system.

Bidder Requirements
Contractors must hold all applicable state and local licenses and demonstrate successful completion of similar projects within the past five (5) years. Insurance requirements include:

- Commercial General Liability ($1M per occurrence)
- Automobile Liability ($1M combined single limit)
- Workers’ Compensation as required by Florida Statutes
- Umbrella/Excess Liability ($2M per occurrence)
- Professional Liability ($1M per occurrence)
- Pollution Liability ($1M per occurrence).

Additionally, contractors must provide proof of insurance upon submission.
