Roof Replacement Program

Background
The City of Jacksonville, through its Housing and Community Development Division, is initiating a Roof Replacement Program aimed at assisting low-to-moderate income households in Duval County. The program seeks to provide essential roofing services to eligible residents, who will be income-certified before being referred to the selected contractor. This initiative aligns with the city's mission to enhance community development and support vulnerable populations.

Work Details
The selected contractor will be responsible for executing a home roof replacement program which includes: conducting initial inspections of roofs, developing scopes of work for approval by the Housing and Community Development Division (HCDD), maintaining case files in compliance with state and federal regulations, and ensuring superior customer service.

The contractor must provide unit pricing that encompasses all costs associated with labor, materials, profit, overhead, supplies, equipment, permit fees, and any other components necessary for timely project completion. The contractor is expected to complete a minimum of 8 roofs per month.

Period of Performance
The initial term of the contract will commence upon execution and will last for one year, with the possibility of two one-year renewals based on performance and funding availability.

Place of Performance
The services will primarily be performed within Duval County, Florida.

Bidder Requirements
Bidders must be licensed contractors in the State of Florida with at least two years of experience in residential roofing. They must demonstrate the capacity to complete 8 roofs per month and provide proof of applicable local business licenses. Additionally, bidders should have the ability to obtain and maintain liability insurance as required by the City.
