Rock Asphalt

Work Requested:
Hillsborough County is seeking the ongoing and as-needed supply of Rock Asphalt for a period of three (3) years, with an estimated total expenditure of $246,192.00. The required work involves providing Rock Asphalt, which is a limestone rock naturally infused with asphalt. This material offers significant advantages over typical cold mix, including:

• Three (3) to five (5) times better cohesion
• Reduced raveling (material loss under traffic)
• Longer-lasting repairs that remain in place

Requesting Entity:
This procurement is being initiated by Hillsborough County.

Background:
The County intends to award a sole source contract to Blades Group LLC, as they are the only known provider (mined and bagged) of this unique Rock Asphalt material in this hemisphere. This procurement is being conducted in accordance with Section 3-205(2)(a) of the County's Procurement Policy.

Contract Requirements:
The contract is for a three-year term, with the County reserving the right to:

• Extend the contract period further as needed
• Adjust the scope of services in response to changing conditions and updated requirements
• Increase the total award amount accordingly

Instructions on Submission:
This notice of intent is not a request for competitive proposals or bids. However, contractors who are able and interested in providing all the identified proprietary goods must submit clear and convincing information to support a challenge to the intended award. Challenges must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the submission section in EUNA Procurement for this particular procurement. The County will review all properly submitted challenges to determine whether bona fide competition exists. Any responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation. Absent any challenges, an award will likely be made after the Close Date.
