Background
The City of Destin is seeking proposals for an AI-Powered Development Services Optimization Platform to enhance its Development Services functions. This initiative aims to improve regulatory compliance screening, digitize the Land Development Code (LDC), enhance staff access to municipal code knowledge, and optimize workflows. The project will be executed at the City of Destin located at 4200 Indian Bayou Trail.
Work Details
The selected vendor will provide an integrated AI-assisted platform that includes the following key components:
1. **AI Plan Review & Compliance Screening**: Automated compliance screening for residential and commercial applications, validation against zoning standards, generation of draft review letters, structured deficiency matrices, compliance trend reporting, and integration with existing workflows.
2. **LDC & Ordinance Digitization**: Encoding the LDC into machine-readable rulesets, structuring ordinances for AI access, maintaining version control, and providing update procedures for code changes.
3. **Internal Staff Knowledge Platform**: An internal AI knowledge base for staff use only, decision-tree guidance for development scenarios, intelligent case routing recommendations, and analytics on internal usage.
4. **GIS & Geospatial Integration**: Optional GIS validation of zoning standards and integration with existing City GIS systems.
5. **Optional Modernization & Analytics Components**: Services may include identifying code conflicts, consistency analysis with the Comprehensive Plan, draft amendment support, and data-driven modernization recommendations.
6. **Governance & Safeguards**: Description of review safeguards, audit trails for public records compliance, data security architecture, and confirmation that City data will not be used to train external AI models.
7. **Implementation & Deployment**: A detailed implementation timeline (targeting 60-90 days), project management structure, staff onboarding plan, and ongoing maintenance support.
Period of Performance
The contract period is expected to commence upon award and is anticipated to last approximately 60-90 days for full capability implementation.
