Background
The DeSoto County School Board (SDDC), located in Arcadia, Florida, is seeking proposals from Food Service Management Companies (FSMC) to manage and operate food services for its Child Nutrition Programs. These programs include the USDA National School Lunch Program (NSLP), School Breakfast Program (SBP), Afterschool Snack Program (ASP), Summer Food Service Program (SFSP), and others.

Work Details
The FSMC will be responsible for:
1) Providing complete management and operations of all food service facilities;
2) Serving meals that meet USDA requirements including breakfasts, lunches, after-school snacks, summer meals, and milk;
3) Implementing collection procedures for meal payments;
4) Adhering to a 21-day cycle menu approved by the SFA;
5) Ensuring compliance with health and safety regulations;
6) Conducting nutrition education programs;
7) Managing USDA Foods received for use in meal preparation;
8) Maintaining records of all transactions related to USDA Foods;
9) Protecting the anonymity of students receiving free or reduced-price meals; and
10) Guaranteeing a fund balance of $225,000 for the food service operation.
Period of Performance
The contract will commence on July 1, 2026, following the award on February 24, 2026. The performance period will cover the school year of 2026-2027 and may extend beyond based on contract terms.
Place of Performance
Food services will be provided at various sites within the DeSoto County School District in Arcadia, Florida.
Bidder Requirements
Bidders must have at least five years of experience with NSLP/SBP programs. They must also complete required training as specified by the Florida Department of Agriculture & Consumer Services. A proposal bond of $50,000 is required along with a performance bond of 10% of the contract price upon award. The FSMC must comply with federal debarment certifications and maintain necessary insurance coverage including Workers' Compensation and General Liability.
