Background
The Orlando Utilities Commission (OUC) is an electric and water municipal utility serving Orlando, Florida, and surrounding areas. OUC aims to select one or more qualified consulting actuarial firms to provide a range of actuarial services for the OUC Pension Plan, Other Post-Employment Benefits (OPEB) Trust, and self-insured medical program. Work Details
The selected Consultant will provide the following services:
- Annual actuarial valuations for the Pension Plan and OPEB Trust
- GASB reporting
- Regulatory filings
- Actuarial studies
- Benefit consulting
- Advisory services related to pension and post-employment benefits.
Specific tasks include preparing valuation reports compliant with State laws and Governmental Accounting Standards Board requirements, conducting experience studies, monitoring legislative changes affecting the plans, and providing detailed analyses of funding impacts from proposed changes. The Consultant will also prepare annual compliance reports as required by Florida statutes.
Period of Performance
The contract will be for three years with an option to renew for two additional one-year terms. No cost increases are permitted during the initial term.

Services will be performed at the Orlando Utilities Commission located at 100 West Anderson Street, Orlando, Florida.
Bidder Requirements
Bidders must be professional actuarial firms with at least five years of experience in providing actuarial valuation and pension consulting services for Florida public sector retirement plans. They must demonstrate experience with defined benefit pension plans having assets of $500 million or greater, possess necessary licenses, maintain liability insurance throughout the contract term, and provide their own facilities and staff for service delivery.
