Background
The City of Lakeland Water Utilities division is seeking rental dewatering equipment for the dewatering of biosolids at the Northside Treatment facility. This facility treats wastewater for the northside of Lakeland and is currently unable to transport biosolids to the Glendale Treatment Facility when its digestion system is at capacity. The goal of this contract is to reduce the solids at Northside by hauling biosolids to a landfill, ensuring compliance with environmental standards.
Work Details
The contractor will provide a trailer-mounted dewatering system capable of processing 2% liquid sludge at a minimum flow rate of 200 gallons per minute (gpm) and producing a minimum of 15% solids cake. The system must include:
- A 15' high conveyor
- Variable frequency drives (VFDs)
- Polymer blending and injection systems
- A control system
The equipment will be operated by plant personnel trained by the supplier. Responsibilities include setup, teardown, training, troubleshooting, maintenance, and repairs during the rental period. The supplier must also provide detailed submittals prior to shipment including general drawings, pump capacities, installation requirements, SOPs, O&M manuals, electrical specifications, and wiring diagrams.
Period of Performance
The rental dewatering equipment will be needed for a minimum of 3 months per year through September 30, 2026, with options for four one-year renewals upon mutual consent.

The contract will be performed at the Northside Treatment Facility located in Lakeland, Florida.
Bidder Requirements
Bidders must submit proof of insurance coverage that meets specified requirements including:
- Commercial General Liability ($1 million)
- Business Automobile Liability ($1 million)
- Workers’ Compensation (statutory limits)
