Background
The City of Palm Coast, Florida, is seeking qualified development teams to submit a Request for Statement of Qualifications (RFSQ) for the redevelopment of two City-owned parcels located within the Palm Coast Community Redevelopment Area (CRA). The goal is to partner with experienced developers who can deliver high-quality projects that will generate economic activity, create employment opportunities, and contribute to long-term tax base growth.

Work Details
The project involves the redevelopment of two parcels:

- Site A: approximately 7.793 acres located between Central Avenue and Bulldog Drive.
- Site B: approximately 8.5 acres along State Road 100.

The City seeks proposals that demonstrate the ability to undertake redevelopment that aligns with CRA objectives. Developers are encouraged to present innovative ideas and strategies that enhance value to the City. Appraisal reports for the parcels will be made available separately through the City’s Procurement Portal.

Period of Performance
The proposals must be submitted electronically by April 30, 2026, at 2:00 PM. The period of performance will commence upon contract execution and will be defined in the subsequent development agreement.

The redevelopment work will take place on two City-owned parcels located within the Palm Coast Community Redevelopment Area in Palm Coast, Florida.

Bidder Requirements
Proposers must demonstrate financial capacity and experience with comparable projects. They must comply with all local, state, and federal regulations applicable to the project. Proposals should include a conceptual redevelopment vision and outline anticipated public benefits such as job creation and tax base growth. Additionally, bidders are encouraged to include plans for involving small, minority, or local businesses.
