Background
The City of Homestead is seeking proposals from qualified firms to provide comprehensive recycling collection and processing services for its residents and businesses. This initiative aims to ensure uninterrupted recycling services while adhering to current statutory requirements, promoting transparency, regulatory compliance, and environmental stewardship. The City previously executed a Recycling Services Agreement on January 30, 2019, and is now looking to modernize compliance with new state-mandated clauses under Florida Statutes.
Work Details
The selected vendor will be responsible for receiving, weighing, processing, and marketing recyclable materials delivered by the City’s Solid Waste Department. Key deliverables include:
1. Accepting all recyclable loads during normal operating hours.
2. Weighing inbound materials using certified scales and issuing weight tickets.
3. Processing materials to maximize recovery of marketable recyclables and minimize contamination disposal.
4. Ensuring environmental and regulatory compliance by maintaining licenses and permits as required by the Florida Department of Environmental Protection (FDEP) and complying with OSHA standards.
5. Providing detailed monthly reports on total tonnage received, recovered material types, contamination rates, and processing fees.
6. Establishing clear pricing for processing services in accordance with contract terms.
Period of Performance
The contract will commence on February 11, 2026, and will run for an initial term of five years until February 10, 2031. There are options for annual renewals thereafter upon mutual agreement.
Place of Performance
The services will be performed at the vendor's designated facility within the City limits of Homestead.
Bidder Requirements
Proposers must maintain current licenses, permits, and certifications as required by the Florida Department of Environmental Protection (FDEP). They must also provide proof of insurance coverage per City requirements including General Liability, Auto Liability, Umbrella Liability, and Workers’ Compensation insurance. Additionally, proposers should have experience in similar projects within the last five years.
