Background
The City of St. Petersburg is seeking proposals for a Rate Study, Financial Feasibility, and Grant Compliance services related to State Revolving Fund Monitoring and Compliance. This initiative aims to ensure that projects funded by various agencies, including the Florida Department of Environmental Protection (FDEP) and the Southwest Florida Water Management District (SWFWMD), adhere to their specific requirements.

Work Details
The services required under this contract include:
1. Needs Analysis (Rate Study)
2. Capacity Analysis (Rate Study)
3. Review of current and historic financial data and customer billing statistics
4. Revenue Sufficiency Analysis, including:
- Input and verification of the City’s Capital Improvements Program
- Borrowing program for CIP projects not funded by other sources
- Annual debt service calculations
- Annual/Tiered Rate Plan development
- Sensitivity analysis of alternative debt service options
5. Cost of Service Analysis, including:
- Allocation of costs into defined functions (e.g., customer, operations)
- Comparison of cost allocations to revenue generated per customer class
- Computation of proposed rates and preparation of updated rate schedules/adjustments
6. State and Federal technical financial compliance assessments
7. Evaluation and preparation of capital projects for loan financing agreements
8. Public outreach efforts related to the rate study findings
9. Assistance with contractor payment applications and invoice reviews, including stored materials when applicable.
Period of Performance
The contract will commence upon execution and will continue for one year with automatic renewals for successive one-year periods unless terminated by either party with notice.
Place of Performance
Services will be performed in St. Petersburg, Florida.

Bidders must have a minimum of five years’ experience in providing compliance and funding administration support services for grants from agencies such as FDEP or SWFWMD. They must also be able to obtain the minimum insurance requirements set forth in the agreement, be free from legal issues that could prevent fulfilling contract obligations, and comply with all applicable laws.
