Work Details
The CONSULTANT must provide pre-qualification for Project Development Environmental Studies to deliver professional Project Development & Environment (PD&E) services for the extension of Quintette Road West - Phase 2 (CR184). This extension is designed as a two-lane roadway approximately 1.0 miles in length from Woodland Hill Subdivision to the future Woodland Parkway intersection.

The extension will feature:
- 12-foot travel lanes
- 5-foot paved shoulders
- Stormwater conveyance systems
- A 10-foot multiuse path
- A crossing at Jacks Branch.

The scope includes compliance with COUNTY procedures, federal/state laws/regulations; production of an Environmental Document; adherence to FDOT’s PD&E Manual; thorough environmental assessments including wetlands and endangered species; development of conceptual design alternatives; drainage/hydrologic analyses; public involvement plans; preparation of draft/final reports; and optional services such as additional evaluations or support for final design or right-of-way acquisition.

Period of Performance
The contract will commence upon execution by both parties and extend for a period of thirty-six (36) months with options for renewal up to an additional thirty-six (36) months upon mutual agreement.

Place of Performance
Escambia County, Florida.

Bidder Requirements
Bidders must be pre-qualified consulting engineering firms recognized by the Florida Department of Transportation (FDOT). They must demonstrate qualifications through submissions including company qualifications, staff experience, approach to work tasks, quality control methods, socioeconomic business enterprise certifications (MBE/WBE/DBE), and compliance with all applicable licensing requirements in Florida.
