Purchasing Card Expense, Invoices, & Compliance Monitoring Services

Hillsborough County is seeking purchasing card expense, invoice, and compliance monitoring (audit) services for a two (2) year term, with an estimated value not to exceed $93,600.00. The work involves ongoing analysis, reporting, risk identification, and compliance monitoring services, to be provided by Card Integrity, while the County continues to use its current merchant services vendor. The County may extend the contract period, adjust the scope of services to meet changing needs, and increase the award amount as necessary. This procurement is being initiated by Hillsborough County, which intends to recommend the award as a sole source procurement to Card Integrity. The background for this contract is that Card Integrity offers a uniquely qualified, integrated, and proven solution in terms of scope, ease of adoption, and service delivery. The procurement is being conducted in accordance with Section 3-205 (h) of the County's Procurement Policy, which allows for sole source awards when auditing services are unique, require special skills or training, and when securing competition is neither practical nor practicable. Contract requirements include the provision of comprehensive purchasing card expense, invoice, and compliance monitoring services, including ongoing analysis, reporting, risk identification, and compliance monitoring, as outlined in the attached agreement. The County reserves the right to extend the contract, adjust the scope, and increase the award as needed. Contractors who believe they can provide goods and/or services that are substantially and materially the same as those described must submit clear and convincing information to support a challenge to the intended award. All challenges must be received by the Close Date of the Sole Source Project and must be submitted using the submission section in EUNA Procurement (formerly known as Bonfire) for this procurement. The County will review all properly submitted challenges to determine whether bona fide competition exists. After the Close Date, an award will be made.
