Description

The University is seeking a qualified and experienced vendor to provide comprehensive property and facilities management services for the UF Jacksonville Campus.
Background
The University of Florida (UF) is expanding and opening a new campus in Jacksonville, Florida at 801 W Bay Street. The University seeks a qualified and experienced vendor to provide comprehensive property and facilities management services for this site, as there are currently no dedicated UF staff based in Jacksonville to support these functions. The awarded vendor will act as the University's on-site representative for all building operations, ensuring that the property is maintained, secure, operational, and aligned with UF standards and compliance requirements.

Work Details
The awarded vendor shall provide full-service property and facilities management of the building, acting as the liaison between the University and local service providers, regulatory bodies, and contractors. Services include:

1. Property Management:
- Serve as UF's local representative for day-to-day building operations.
- Maintain regular communication with UF leadership and provide monthly reporting on building conditions, vendor performance, and occupancy matters.
- Coordinate and manage all contracts related to building maintenance (e.g., janitorial, landscaping, pest control, HVAC, elevator, fire safety services).
- Manage service providers ensuring quality assurance and timely completion of work.
- Ensure compliance with local, state, and federal property regulations.

2. Facilities Management:
- Perform or coordinate routine maintenance, inspections, and repairs of the building’s mechanical, electrical, and plumbing systems.
- Monitor and maintain building systems including HVAC, elevators, security systems, lighting, access control systems.
- Develop and implement preventive maintenance schedules.
- Respond to facility-related issues and emergency situations in a timely manner.

3. Health, Safety, and Compliance:
- Ensure compliance with health codes, fire codes, ADA requirements.
- Coordinate inspections by fire department and code enforcement.
- Support building safety protocols and emergency preparedness plans.

4. Custodial and Grounds Services:
- Oversee custodial services for cleanliness of common areas.
- Manage groundskeeping to maintain exterior property standards.

5. Technology and Reporting:
- Utilize a computerized maintenance management system (CMMS) to track work orders.
- Provide regular performance reports related to property operations.

Period of Performance
The term of this Agreement will be for an initial period of three (3) years with an option to renew based on satisfactory performance for up to two (2) additional one (1) year periods.

Place of Performance
The contract will be performed at the University of Florida Jacksonville Campus located at 801 W Bay Street.

Bidder Requirements
Vendors must demonstrate experience providing property management services for educational institutions or similar properties. They must have a local presence in or near Jacksonville with capacity for rapid response. Vendors must be licensed and insured to operate in Florida.
