Progressive Design Build - Water Recycling Facility at Pollard Road

Background
This Request for Qualifications (RFQ) is for the progressive design build of Winter Haven’s Water Recycling Facility at Pollard Road and the abandonment of the existing Wastewater Treatment Plant #2. The project is to be designed, permitted, and constructed in multiple phases using the design-build project delivery method over a period of approximately ten (10) years. The services provided under the PDB contract have two distinct elements: preconstruction phase and construction phases.

Work Details
The project consists of a phased construction of a Wastewater Treatment Facility in phases with the initial phase of a 12MGD Water Recycling Facility utilizing portions of the existing Wastewater Treatment Plant #3 for treatment until final build out is complete. Future plans for the existing plant may include converting portions of the existing wastewater plant for additional storage, future storm water harvesting and treatment, and a water resource and education center.

The project also includes future abandonment of the existing Wastewater Treatment Plant #2, converting basins for average daily flow storage, redesign of the existing reclaim water storage and pumping, upgrading the existing sewage lift station, and construction of a sewage force main from Wastewater Treatment Plant # 2 to the City’s Master Lift Station #1050 located at the Chain of Lake Complex. The treatment process will be selected through collaboration between the Proposer and the City, which will deliver high-quality (AWT) and efficient wastewater treatment. The first phase of the project is expected to be operational to deliver highly treated effluent water on or before December 1, 2028 with a complete buildout by 2034.

Period of Performance
The contract will be performed over a period of up to 10 years.

Place of Performance
The project will be performed at Winter Haven’s Water Recycling Facility at Pollard Road and at the existing Wastewater Treatment Plant #2.
