Professional Engineering Consulting Services (CCNA) - Winter Haven Regional Airport

Background
The City of Winter Haven is seeking to select and negotiate Professional Engineering Consulting Services Agreements with qualified engineering firms for the Winter Haven Regional Airport. The goal of this contract is to provide professional services for projects conducted under airport grant programs, which include planning and engineering services for the design and construction administration of airport projects.

Work Details
The scope of professional services anticipated under this RFQ includes, but is not limited to:
- Planning services and engineering services for airport projects.
- Typical projects include topographic surveys, geotechnical exploration, grading, extension, widening, rehabilitation, and/or construction of Runways, Taxiways, Taxi lanes, Ramps/Aprons, NAVAIDS, Airfield Electrical and Lighting Systems, Stormwater Systems, Fencing, Utilities, Roadways, Parking, Buildings, Hangars, and/or other Airfield Facilities.
- Aviation Planning Services such as airport system and master planning studies; noise compatibility planning; environmental assessments; aeronautical activity forecasts; facility requirements determination; airfield modeling; layout plan development; noise studies under 14 CFR parts 150 and 161; compatible land-use planning; financial planning; public information programs; environmental impact statements; airspace analysis.
- Engineering Services for Airport Development Projects including preliminary phase activities (scope definition), design phase activities (full project design), bidding and negotiation phase (assisting in securing bids), and construction phase activities (consultation during construction).
- Special services may include architectural services, soil investigations, detailed inspections of materials and equipment, land surveys, onsite construction inspection or management.

Period of Performance
The contract is expected to begin upon approval by the City Commission and will remain in effect for a period of five (5) years unless terminated sooner under the provisions of the Consultant Agreement.

Place of Performance
The work will be performed at the Winter Haven Regional Airport located in Winter Haven, Florida.

Bidder Requirements
Firms must demonstrate previous experience in similar work. They are required to submit a Statement of Qualifications that includes documentation of their headquarters and local office presence. The proposal must also indicate intent/capacity to affect the local economy through local labor and resources. Additionally, bidders must possess any applicable business or occupational licenses at the time of submission.
