Port Everglades 2025 Air Emissions Inventory and Reduction Planning

Background
The Port Everglades 2025 Air Emissions Inventory and Reduction Planning project is initiated by the Broward County Port Everglades Department, with funding from the U.S. Environmental Protection Agency (EPA) under the Clean Ports Climate and Air Quality Planning Grant.

The project's goal is to develop an updated air emissions inventory for Port Everglades facilities and operations, utilizing advanced methodologies while ensuring comparability with the 2015 Baseline Air Emissions Inventory data. This initiative aims to enhance air quality management and engage stakeholders in emission reduction strategies.

Work Details
The contract includes the following key tasks:
1) Development of an activity-based emissions inventory for Port Everglades facilities, covering direct emissions from mobile sources (e.g., vessels, trucks), indirect emissions from energy consumption, and cargo/activity indicators.
2) Facilitation of a Technical Working Group (TWG) and Stakeholder Working Group (SWG) to provide feedback on methodologies and deliverables.
3) Public and stakeholder outreach to raise awareness about the project through branding, social media engagement, press releases, and public meetings.
4) Workforce development initiatives aimed at preparing port users for emission reduction strategies.

Deliverables include a Quality Assurance Project Plan (QAPP), methodology documents, draft and final reports on emissions inventory, and presentations for TWG/SWG meetings.

Period of Performance
The contract work is expected to commence upon receipt of a Notice to Proceed (NTP) and must be completed by November 30, 2027.

Place of Performance
The work will be performed at Broward County Port Everglades facilities located in Florida.

Bidder Requirements
Bidders must demonstrate qualifications including: a Bachelor’s degree (Master’s preferred) in relevant fields such as environmental science or engineering; evidence of completing at least five Air Emissions Inventory projects at major U.S. ports; a robust staffing plan; and proof of financial stability. Vendors are required to provide insurance coverage as specified in the Minimum Insurance Requirements Form.
