Description
Background
The Palm Beach County Board of County Commissioners, through the Purchasing Department, is issuing this Invitation to Negotiate (ITN) for the benefit of Palm Tran and its division, Palm Tran Connection (PTC). The PTC provides demand-responsive, shared-ride, door-to-door paratransit services as mandated by the Americans with Disabilities Act (ADA). It serves as the Community Transportation Coordinator (CTC) for Palm Beach County. The goal of this contract is to ensure continued and effective paratransit services for eligible individuals in the county.
Work Details
The successful contractor(s) will provide:
1. Operations Package(s): Dedicated door-to-door paratransit services including ADA, Connection Plus, Division of Senior Services (DOSS), Mobility on Demand (MOD), and alternative transportation services throughout Palm Beach County.
2. Call Center Package(s): A fully staffed call center responsible for reservations, scheduling, dispatch functions, and providing a paratransit scheduling software solution to enhance productivity and customer satisfaction. Proposers are encouraged to present innovative solutions for cost reduction and service improvement.
Period of Performance
The contract will have a three-month mobilization period followed by a five-year term with two optional one-year extensions.
Place of Performance
Services will be performed throughout Palm Beach County, Florida.
Bidder Requirements
Proposers must demonstrate experience in providing similar services and comply with all applicable laws and regulations. They must provide a Performance Bond or Letter of Credit for $5 million for each Operations Package and Call Center Package. Additionally, all proposers must register as vendors in the County's Vendor Self Service system.
