Background
The Florida Department of Environmental Protection (DEP) is issuing a Request for Proposals (RFP) for the Osborne Reef Restoration Waste Tire Abatement Services. This initiative aims to remove submerged waste tires from the Osborne Tire Reef to protect Florida's vital coral reefs. The project is part of ongoing efforts by the Division of Waste Management to address environmental concerns associated with marine debris.
Work Details
The contractor will be responsible for the removal of submerged waste tires from the Osborne Tire Reef. The scope includes:
1) Developing a tire abatement plan detailing methods for barge anchoring and tire recovery;
2) Handling retrieved tires from initial contact to placement on support vessels, transportation to port, and loading into Department-provided containers;
3) Coordinating work areas to avoid impacts on hard bottom areas;
4) Listing all required permits for tire abatement;
5) Describing methods to reduce turbidity and sedimentation;
6) Providing an anticipated abatement rate, including the total time required to remove, transport, and load 100,000 waste tires.
Period of Performance
The initial term of the contract will be seven (7) years with an option for up to seven (7) additional renewal years at the discretion of the Department.
Place of Performance
The work will be performed in the waters surrounding the Osborne Tire Reef, as indicated in aerial maps provided in the solicitation.
