Background
The Florida Department of Corrections (FDC) is issuing this Invitation to Negotiate (ITN) to establish a contract for the operation and management of the Graceville Correctional Facility (GRCF), located in Jackson County, Florida. GRCF is a 1,884-bed capacity facility that houses adult males sentenced to the FDC. The estimated annual spend for this contract is $53,685,616; however, this figure is for informational purposes only and does not guarantee actual spending. The Department intends to make a single award for this location but reserves the right to amend solicitation requirements or reject all replies.

Work Details
The contractor will be responsible for the comprehensive operation and management of the Graceville Correctional Facility. This includes maintaining security, control, custody, and supervision of inmates in compliance with applicable court orders and ACA Standards. The contractor must provide sufficient trained staff and an organization chart indicating certified positions. Additionally, they must ensure compliance with health and safety standards, facilitate workspace for an On-Site Contract Monitor, and provide necessary technology access. The initial term of the contract will be three years with potential renewals contingent upon satisfactory performance evaluations.

Period of Performance
The initial term of the contract will be three (3) years, with options for successive two (2) year renewals based on performance evaluations and funding availability.
