Background
The Florida Department of Corrections (FDC) is issuing this Invitation to Negotiate (ITN) to establish a contract for the operation and management of the Lake City Correctional Facility (LCCF).

LCCF, located in Columbia County, Florida, was built in 1997 and has an 893-bed capacity for youthful male offenders. The estimated annual spend for this contract is $38,451,732. The Department intends to make a single award for this location but reserves the right to amend solicitation requirements or reject all replies.

Work Details
The contractor will be responsible for the overall operation and management of the Lake City Correctional Facility. This includes maintaining security, control, custody, and supervision of inmates in compliance with applicable court orders and ACA Standards.

The contractor must provide sufficient trained staff and an organization chart indicating certified positions. Additionally, they must ensure compliance with various regulations including the Prison Rape Elimination Act (PREA), and provide workspace for an On-Site Contract Monitor with necessary technology access.

Period of Performance
The initial term of the contract will be three (3) years, with options to renew for successive two (2) year periods contingent upon satisfactory performance evaluations and availability of funds.
