Neptune 360 Software as a Service (SaaS) for Water Meter

Hillsborough County is seeking to procure Neptune 360 Software as a Service (SaaS) for AMI and AMR water meter reading software, along with Lora Dalta collection devices, for a three (3) year period at a total cost of $606,240.00. The work under this contract involves the provision and servicing of the specified software and collection devices necessary for water meter reading operations. This procurement is being initiated by Hillsborough County, which intends to recommend the award of a sole source contract to Neptune Technology Group, LLC. The background for this contract is that, in accordance with Section 3-205(2)(f) of the County's Procurement Policy, this is considered a sole source procurement. Only Neptune Technology Group, LLC. is licensed and authorized to service or sell the specific Neptune 360 software and Lora Dalta collection devices, and these goods are only reasonably available from this supplier. The contract requirements include a three-year term for the provision of Neptune 360 SaaS AMI and AMR meter reading software and Lora Dalta collection devices, with the possibility for the County to extend the contract period, adjust the scope of services as needed due to changing conditions or updated requirements, and increase the award amount accordingly. To submit a challenge to this intended sole source award, contractors who believe they can provide goods that are substantially and materially the same as those identified in the Neptune Technology Group, LLC. proposal (B08557) dated May 29, 2025, must submit clear and convincing information supporting their challenge. All challenges must be received no later than the Close Date of the sole source (SS) project and must be submitted through the submission section in EUNA Procurement (formerly known as Bonfire) for this procurement. The County will review all properly submitted responses to determine whether bona fide competition exists. After the Close Date, an award will be made.
