Neil Kirkman Building (NKB) Security and Surveillance System Upgrades

Background
The Department of Highway Safety and Motor Vehicles (FLHSMV) is issuing this Invitation to Negotiate (ITN-032-25) to enhance the physical security at the Neil Kirkman Building (NKB) in Tallahassee, Florida, which serves as the Department's headquarters. The goal of this contract is to upgrade and enhance security systems, including access control and video management systems, as well as burglar and fire alarm monitoring capabilities.

Work Details
The contract includes the installation and maintenance of various safety and security systems, specifically:
- Access control system installation services
- Closed circuit television system installation services
- Surveillance or alarm maintenance or monitoring
- Confinement surveillance systems maintenance or monitoring
- Security systems services
- Installation of locks and security hardware and accessories.

The scope of work is detailed in ATTACHMENT B, which outlines specific requirements for hardware upgrades, software integration, project management, installation, monitoring, maintenance, repair plans, training, warranty provisions, and technology upgrades.

Period of Performance
The initial term of the contract will be for five (5) years from the date of contract execution or issuance of the Purchase Order. There is an option to renew for an additional period of up to five (5) years based on satisfactory performance.

Place of Performance
The work will be performed at the Neil Kirkman Building located at 2900 Apalachee Parkway, Tallahassee, Florida 32399-0524.

Bidder Requirements
Respondents must be authorized to conduct business in Florida and possess relevant experience and capabilities. They must submit various mandatory documents including:
- Respondent Information Form (Attachment D)
- Price Sheet (Attachment E)
- Past Performance Client References (Attachment F)
- Subcontractor Utilization Form (Attachment G)
- PUR 2024 regarding labor coercion and forced labor provisions
- PUR 7801 Vendor Certification Form.

Additionally, they must comply with all applicable state laws regarding debarment and provide evidence of their ability to perform the required services.
